Congratulations on implementing a mass notification system for your jurisdiction! You will find that used to your advantage, a mass notification system is a very valuable tool for your public safety endeavors.
In order to get the most out of your CodeRED system, we encourage our clients to develop their own jurisdiction-wide policy and procedures for administrative management purposes. This will allow everyone to clearly understand the guidelines and avoid any confusion down the road. To get started I would suggest that you form a user policy group that is made up of at least one person from every agency that will have access to your notification system. This group can collectively determine the guidelines and parameters for the use of the system. It should include identifying who is the overall System Administrator, who can have access, who has the authority to approve calling activation and other typical administrative decisions. Other topics that you will want to cover are how will the system be used and what kind of calling scenarios can it be used for. Creating a list of applicable hazardous conditions and including trigger points for each is also a good topic to cover.
Generally speaking, emergency scenarios are the most logically thought of uses for the mass notification system, but it can also play a valuable role in disseminating general and informational safety messages, particularly post- event. This type of use should be included as well. I like to also include mandatory training, refresher training and a user testing requirements in the policy. This will ensure that your user is continuously fresh with the system when called upon in the heat of the battle.
